KeenyFox, since I want the the characters to "read" well against the background, I do the background first, with watercolors. I try to keep the background subdued, and soften the details. I then do the characters in gouache and ink. Then I can see how much adjustment with color/shading/detail the background might need, if any. I work out a lot of this ahead of time with a color sketch, but allow for tweaking any final results!
