Performance wise, he did an okay job but his voice acting was a little monotone by compared to Montablan.
I hate the charchter though; they turned Khan into a ruthless advisary who works for NO ONE (but himself) to a PAWN that works for BOTH sides and really... isn't much more then that. He wasn't a villian nor a heroin in the last film. Crazy power mad Admiral was and Khan just sat on the side eating popcorn and helping Kirk out... when he wanted. I'm sorry... that ruined the charachter for me.
