Following along on our Alternate Mobius, it's NICOLE. Not serving as Sally's personal computerized friend (yet), instead she is an artificial intelligence (duh) that serves as a connection to the people and the administration. Newscasting, information, guide, interactive link to city systems; she serves every function as a grand unified avatar. Controlled from an underground optical brain net, she's the connection to the users with a household face.
She makes announcements whenever something comes up, she guides newcomers to the city, and answers any question you can muster simultaneously from multiple outlets without any of the hassles of real people and all the trouble that can come of that whenever, wherever.
The day of the attack, NICOLE was amongst the items grabbed or more importantly, was one of the items grabbed. The brain net is a key part of running the city and without all of its parts, usage is severely impaired. NICOLE finds herself in Knothole village watching all these people doing all of these things in the service of fighting back, knowing nothing to tell anyone, and wanting to be a part of the solution as much as anyone else. But who ever pays a hologram any mind during an invasion?
Afterward she breaks her limitation and finds her lot in the world, gaining mobility in a portable handheld that many would be familiar with, as her connection to computers would prove invaluable to undermining Robotnik's operations.
Many of her character designs aren't shown as NICOLE will change her avatar as a form of self expression as she defines herself. Here she's modeled a bit like Japanese public servants which seems kinda right. This is the first time I've ever tried drawing her that wasn't handheld and it only took me about a dozen divided by four times to get her to look right.

I've never seen Hellsing. The title is a reference to how NICOLE is everywhere in the city but at the same time goes nowhere. She's trapped like the EMH on Voyager. This becomes more important when she's in Knothole and only able to generate out of a single projection terminal. She can't leave or do anything and actually wants to help the rebellion if nothing else out of a need to be that helpful "tool" to the people. Her revised avatar (which I need to design) will reflect her saying "THIS is who I want to be."
