Well, the policy says "Avatars may not contain the following: Sexually explicit avatars, including those containing outlines of genitalia or nipples."
I'm pretty sure that means if you draw the nipples on it at all they might have an issue with it, but you never really know with FA. They're really inconsistent and are usually biased. I've heard of them bullying new users and those without many watchers a LOT, but they never bother popular users/artists. So... who knows.
In any case, if you just remove one little line, the icons would be untouchable

but could always offer the exposed/lined suggestive nipple version as well, for use on IM's and personal

Yes, about that again, just to make things clear. By femified bust you mean the template above. Not a male torso, right?
And yes, different pasties count as extra. As are wings actually. But because only a small part can be seen and the wings of your character aren' t too complex, I won't charge them. (:
