I saw the previews when it first premiered, and I was kind of excited. An all furry cast from Butch Hartman. But then....what a disappointment. ^^;
I couldn't tolerate Dudley for a little more than a minute. ^^; Then again, he was voiced by one of the most annoying actors living. ^^; LOL

Sadly, the only time I ever laughed at that three episodes I've seen were from the villain snarks. <:P

I don't know why, but I rather choose Mr. Whiskers over Dudley. ^^;

Reasons being:

Mr. Whiskers is indeed annoying at times, but there's something that Charlie Adler adds to the role that makes him lovable. <:3 Sometimes you want him to shut up, and lots of the time you can't help but feel sorry for him and want to reach in a hug him. And he does have some heart warming moments and signs of intelligence.

Dudley on the other hand has none of those qualities. He's as smart as a brick and makes Inspector Gadget look like a genius!
And just because you shout, IT DOESN'T MAKE IT FUNNYYYYYY!!! ;P
I think Nostalgia Critic said it best when he said "You're a waste of thoooought!"

Heheh XD Well I think Mr. Whiskers is the most annoying character ever.

Here reason:

Unlike Dudley & Kitty, Brandy and Mr. Whiskers don't always get along together. Also it was Mr. Whiskers, who accidently opened the Emergency Escape Hatch, which caused Brandy & mr. Whiskers to end up in the Amazon Rainforest. And Mr. Whiskers broke the cellphone, what Brandy found in one of the suitcases. I feel sorry for Brandy, who desprately wanted to get home. <:3 Mr. Whiskers is overall annoying character ever in mah list. x'3

While Dudley try to save the day from the badguys. ( And sometime even cause the danger by his reckless action i can admit. x'3 ) Even though Kitty finds most of Dudley's antics a little annoying, she still considers him a good agent and the best partner she's ever had. ;3

To me, Spongebob and Patrick will be my NUMBER 1 spot for most annoying character EVER!!! >:P
