Was in the first game as well, it wasn't really very good though because as an Elementalist you didn't really want to be close to enemies, and RtL tele'd you right next to the target enemy (and did a KD, but also caused exhaustion on you which just made you that much more vulnerable, potentially)
could potentially work as a subclass skill for a melee-oriented class, though.
