A hole through the Hoover Dam would have to be repaired at least with fresh concrete pours and reparation of concrete refrigeration units. That would involve either draining Lake Mead, or building a temporary coffer dam behind the dam (itself at least as strong as Hoover Dam) and temporarily draining the water in front of it. Considering a hole of this size, either the dam would quickly erode and collapse, or the lake would continue pouring through that hole. And since water behind the dam would likely need to be drained anyway for repairs to be made, one giant finger plugging the hole is rather moot. ...unless perhaps he was protecting something downstream from a flood?
