I use crafting foam on the inside of my ears sets, because I like the way it holds shape, and can be bent without becoming damaged. It feels reasonably close to the cartilage on the inside of a real animal's ear for the price I can afford to pay. The actual shape of the ears comes from how the foam is cut and bent, and I spend a lot of time making mock-ups to try and find the proper 2D shape that translates into the 3D curve I need.
