Its called a "leash". Its connected to the bottom part of the board so they dont lose the board if they wipe out. :)

if you tell me which beach he surfs at, il apply as lifegaurd, so if he happens to get hit on the head when he wipes out, il be able to make sure he gets the propper 'mouth to mouth' and then maybe rub some of my homemade sunscreen in that little tailhole *winks*
