this is a character from an old anime by the creator of Astro Boy; Osamu tezuka. Her name is Princess Sapphire from "Sapphire: Princess Knight." She was born with "The heart of a boy" and is princess of a kingdom that doesn't allow women to accend the throne so she has to pretend to be a boy to avoid political issues. The series is known as the first "Shojo manga." (Manga for girls) I also found the first episode of the anime fansubbed.
