Naw, you got it in one with your statement -- If a Pokemon can use the move in any of the main games, it's fair game. Aside from the Surfing Pikachu, there was once a promo Pikachu that you can get at one point that can learn *FLY*. Of course, the HOW the pokemon learns/uses the move is up to the person to decide.
So yeah, Rio with Aura Sphere is fine. Also she dances on the sand.

My only worry is about setting a bad precedent...I mean, it's not like it's COMMON, but I have these bad images of it BECOMING common, which is why I'm still a little undecided. I'm keeping my "Gale of Darkness" irregulars, tho'...

That's actually a fantastic point- but it brings up the issues of creativity and fairness.
If an original concept becomes commonplace, it loses what made it exciting and interesting int eh first place- but to discourage people to use the idea is discouraging creativity, and not letting others use it if they have a good idea for it is unfair... both of which are things we're not trying to do here in the PCA.
The question is... where to drawn the lines and judge such things?
