if hes younger than 8-10 weeks, yes
a lot of people think 5-6 weeks is old enough, because they're eating solid food at that point, but thats a myth because the next few weeks are when the mother teaches the pups to socialize and act like proper lil dogs

dont blame yourself; its one of those things people grow up thinking is ok because they never heard any different, and of course if you hear it all your life you're not going to question it.
If i were you, i'd try to socialize him as much as possible with other dogs(assuming you dont have any other dogs, yourself)
Just be careful of where, if he goes to petstores and such he could end up with parvo
