It is already happening. Sheep/human hybrids are under commercial development for organ transplants. The story here is fictional:

But it is absolutely true that the university "ethics committees" require that the animals be killed if they contain "too much" human DNA, or in the case of humanized mouse brains, if they start looking "too much" like human brains. The references cited are real, though some of the links are now dead.
I expect the R&D on real furrys - more intelligent dogs to start with - to be done in Japan and China first. Both have seriously inverted population pyramids; that is, far more elderly people compared to young than normal. Helper/companion animals will be needed to comfort, befriend, and help take care of all these elderly humans. You can already find You Tube videos about how to train dogs to turn lights on and off, how to deliver a phone to a bedridden person, how to fetch a bottle from the refrigerator, and even how to recognize when someone is having a heart attack or stroke or has fallen down and push a preprogramed telephone calling button to summon help. Some humans have actually been saved this way.
There is a lot of research going on regarding the genetics of intelligence. Some of the genes that make people smarter than chimps have already been discovered. (One of the important ones controls the development of greater cortical convolutions.) More will be found in the near future. Installing these genes into animals will be done, and we will likely be seeing the first results within a decade.
Eventually, the moral issue of autonomy will arise. The brainy dog or cat that you live with will no longer be your property, but instead will be your friend and family member who has the moral and legal right to chose whether or not to live with you. I look forward to it. Hopefully, your enhanced dog or cat friend will be able to learn via the internet so that you won't have to worry about paying off school loans for them.
In some respects, animals are more cognitively advanced than I had realized. Would you believe that some mice have preferences for the styles of particular human artists?
