It's the paper. Paper has a quality called "Tooth". It is a measure of how rough the surface of the paper is. But the paper cannot be perfectly smooth, as then the markers will not write on it. This paper has too much tooth for wax based color pencils like prismas to give smooth marks. Go for a smoother paper, and experiment with it.

Also, not bad at all. You should try watercolors sometime or even taking the traditional into digital and touch up the white specs from the color pencils. There are tools you can use that will keep the traditional look without making it appear super digital. ^.=.^
