"The Fluff" is the CnCiverse term for the local constabulary and/or city watch (aka the Police). The name originally referred to the fact that the children of the rich and powerful would join the city watch to avoid military duty, and said children were often pampered and preened to the point of being "fluffy".

I'll be honest, I had this character penned as a cat for ages XD I knew she was gonna be female early on, 'cos come on, how often do you see female thugs, and cats are usually pictured as sleek and majestic, so a foul-mouthed street-thug as a cat was too good to pass up.
