Aha, comparing http://www.furaffinity.net/view/12153849/ and http://www.furaffinity.net/view/12170802/ makes it seem that aggro_crag's strength works when his feet touch anything solid touching ground, and his hands can make fissures when they touch anything solid touching ground.
You'd agree that his powers don't work in the ocean, right?
The lowercased and underscored name has symbolic significance, too. He stays close to the ground, keeping an unbroken connection.
So the glue answer would be that it'd work when it hardened. Aggro can break himself out with his own renewed strength, so no worries there. There's even a gorilla glue joke in there. Now if I pull together enough permission slips….

Hrrm hrrmm hrmmmm, well, I had been viewing his innate powers (super levels of strength/endurance/agility and maybe also the surface tension thing) as always on*, though I would entirely agree that he needs to touch the ground (or stone/brick/concrete) in order to manipulate it.
I would agree that yes, his earth bending powers don't work unless he's able to make contact with the earth or something similar, so yeah, the ocean is probably out, unless he's somehow on the floor, but that seems unhealthy.
*I imagine sometimes this simply puts him on par with other supers, but doesn't actually always best them, but ultimately I'm okay with those powers being depleted if it makes for a good picture/story/fun/whatever.
