I'm willing to bet that he snooped around in the wrong place, got captured and he's being tortured in a laboratory tube. If he doesn't tell them what he knows, the tank will be filled with another liquid, that in combination will create a dissolving substance.
Or maybe he unwillingly volunteered to a mysterious experiment that manipulates his mind while he drowns, projecting several peril scenarios into his subconscious to see his several reactions while he drowns.

Finny wasn't even sure how he wound up in a situation like this. Sealed inside a large tube as it filled with liquid.
The buoyancy provided by his wetsuit kept him afloat with his head above the surface so he could still breathe.
But how much would they fill the tube? His head was nearing the sealed top of it. As the tube filled the fluid crept up on his face and head until only his muzzle could reach air.
He took one deep last breath and that was it. He was now completely submerged. He tried banging against the top, but to no avail.
Who are these people? Why are they doing this to me he thought.
His lungs were starting to burn. He put his hands over his mouth and nose, trying not to exhale.
The feeling in his lungs became worse. He exhaled a little, trying to rid his lungs of the CO2 buildup. It helped a tiny bit but not much. He finally could not take it any longer and exhaled a large glut of bubbles and involuntarily inhaled. It was a strange feeling. He could feel the fluid going down his trachea and into his lungs. He expected to gag on it but didn't. Waiting to black out any time now he thought "Oh, what heck".He let out another glub of bubbles and inhaled again.
What was so odd though was as he did this his started to feel better and the feeling of oxygen depravation was going away.
As fluid is so much thicker than air he found he had to breathe slowly. Each time he exhaled some bubbles would come out, either from left over air in his lungs or his lungs still doing their job of removing excess CO2 from his bloodstream. He now sank to about mid water level due to his lungs no longer being buoyant from being filled with air.
"What is this he thought. It can't be water as I am breathing it but not drowning".
He began to swim about the tube, enjoying this new experience.
