The quality might be downgraded if you don't save it "for the web" like some programs let you do? I don't know, just a hunch. I've never figured this problem out myself, but I don't see much loss in quality in my works. Maybe it's just 3D stuff that suffers?

not. after creating swf video on my computer it looks fine, no defects. When downloading here - there are many many compression artifacts.

Maybe it's the size of your image? That's about the only other thing I've got that might kill the compression rate. D: Sorry I'm not much help.
