An old superhero, Snow Man. He ate some green snow on a ski trip and gained all the powers of snow. He's totally useless in the summertime, but is incredibly powerful during the winter, able to control snow. He can create snow by freezing moisture in the air, but it's not enough to make ice.

I won't do anything with him, but there's no reason to leave him to rot in a folder somewhere.
