I just decided that there needed to be some genius inventor behind all of Siege's gear, and some of Jim's as well. So, this is Helmut Von Sometineroder (unless I think of a better name). He's a genius inventor, socially inept, has a mustache of power, and is always grubby from crazy experiments and gizmos, like the one behind him. He has no combat capability whatsoever, but his device, called the Automatic StabbinFlabber, can let him clumsily fight off an entire brigade of swordsman.
