When you're a heavily armored, almost perfect avatar of destruction, who just also happens to be the size of a house.
Exactly how often, do you expect a "mortals" laws, desires, needs or wants to mean anything. So someone that could
blink and pretty much kill you?
Besides, dragon's aren't known for generosity. Greed and pillaging most definitely.

I doubt you've actually seen a dragon that acted like a criminal either, since they don't exist in reality. ;)
That being said... let's take a nice look at fictional dragons...
Dragonheart:
Draco's job was to protect the kingdom and he was the last dragon. He formed a deal with the dragon slayer to be mutually beneficial and not slaughter people.
Spyro:
Bad example. Definitely all about eating the sheep.
The Dragon Encounter on SoFurry:
The dragon noms the criminals and takes care of their victim very nicely.
How To Train Your Dragon:
The dragons formed an alliance with humans once the humans stopped trying to constantly kill them.
AD&D:
Bronze Dragons prefer to keep you around and converse with you. Gold dragons are Lawful Good.
World of Warcraft:
All of the dragon aspects who are not corrupted are good. Players can become sandstone dragons and blue dragons. Players can ride a plethora of dragons, all of which are happy to carry the player around.
Hmmm... Okay, how about some dragons who blink and kill people on FA?

Well, now you still can say you've never seen (unreality thing again), but you can't say you haven't heard of fictional cases. ;)
