I live in the US, actually. The line you're referring to is the last one in the poem "A Visit From Saint Nicholas". The lines on the outside of the card followed by the one here are the first two in the poem. In this case, I punned on "stirring" as in a chef stirring a pot of food. That's why the mouse is in a chef's outfit.
