I always mark all my images that somehow contain and draw attention to fetishistic context as mature. I do that even if there's nothing actually sexually explicit going on just to be on the safe side.
In this case it's the emphasis and "in-your-face"ness on the feet. They give it kind of a fetish art-y feel, so I thought why not flag it as mature just in case.
