This one just doesn't make sense... Why not use the phrasing "target player discards two cards of your choice. If that player cannot discard that many cards, exile that many cards from the top of their library instead."
Flip the +2 and -2 around and then on the ultimate make it "Target player loses the game" ala Door to Nothingness. "Each other ability on Maxi and Butterfree, Tag Team must be activated at least once to activate this ability." is cleaner as well.
Sorry for knitpicking. I'm rather interested in MTG design and see things like this (but usually much worse, you did pretty well) and just cringe.
