In Aloisen's inner city, that's still true - but then, the people who can afford to live in there/walk through the front gates have enough cash to not need to worry about nicking someone else's. On the outside, the city is a sprawling mass of alleys and shady districts that the guards daren't waste men trying to control.
The cops are only as effective as their budget and management/bureaucracy allows. And until the middle class appeared, most people just couldn't afford the taxes necessary to fund a proper police force that covered more than the rich districts. Sad, but true. The rich will often have access to better protection, both from crime and the law, in a single year then most of us ever will see in a lifetime.
