Iit's not really finished, but I don't feel like continuing. I'm getting rather disappointed with my coloring skills, which have stagnated -- meanwhile, I see the beautiful works by others and can't help but envy them. I definitely would love to have some good teacher, but that costs money I don't have. :/

Even if your coloring has gotten rusty Kaa, that doesn't mean you can get it back up to your own levels again. A good trait of an artist is to be distinguishable from others. I like your art with your touch, rusty or not. ;)

I have never found a tutorial that will teach me much. Mainly, because all they say is "Do action X on layer Y". They don't teach the nuances, the settings to use with the brushes, how to work with the tools... all those little details that make the difference.
At this point in your level of skill I wouldn't worry about being the best out there, just express yourself through your work.
Try to be experimental in your techniques for the intention of figuring out what does what, not for the "Best" technique, as art is all about expression, not perfection.
No art is a failure, no matter how crude or flawed it may end up, at the very least you can learn from it.
And hey, your work is already quite impressive, at least in my opinion. I can't draw to save my life... ><
