Anybody that would put a defenseless puppy or kitten into a bag and throw it into a river doesn't give a tinker's dam what you have to say to them. The way to teach someone like that a lesson is do the same to them so they have an idea of what the pups and/or kits went through. Even then, it probably won't work.
Previously on Housepets!: Cerberus (a lady dog BTW) used to be the guardian of the Netherworld as per tradition, then she got promoted to guardian of the Hall of Souls in Heaven. Pete the Gryphon (her ex-boyfriend), broke into the hall to steal a soul and Cerberus stopped him and arrested him. After that, Cerb volunteered for a new job and got promoted as psychopomp: In short, she helps the newly departed souls to cross the bridge to heaven -in this case, a puppy dog who was drowned by some sicko.
