If you're confused, in Zelda: A Link Between Worlds Oren is the Queen of the Zoras, and she relies on a Smooth Stone to keep her power contained, or else she'll balloon in size, possibly endlessly. When you first see her, the stone is stolen by a crafty thief and you have to get it back. Unfortunately you have to give the stone back to progress through the actual game.

For those not in the know: in the original japanese version the "Smooth Stone" is described as "the secret to the queen's beauty". The whole "keep her power contained" was a change for the English version. (There was even a guard who mentions that he actually prefers the queen in her "original" big form.)
