What have we here? Well, as mentioned before, Dekap is a but more mutable than average, with results as soon in the restaurant picture. Combine that with a good bit of radiation, and some extremely potent mutagenic venom, and the results can be unexpected.
This fellow was made to store a large quantity of the aforementioned venom, when the casing sprung a leak. The result were some drastic changes, an overall thinner, more slick body and a general lack of gender. The venom inside was converted, and he is now capable of producing his own, and delivering it through tiny needles hidden in those tendrils. Results of getting the venom in you tend to be related to matters of increased potency and fertility, though other effects can occur.
That swollen belly indicates he's got an awful lot of it stored up and ready, too.
Other changes include an odd pigmentation to his fur. Those splotches you can see actually shift around, not unlike a lava lamp in appearance, the dark brown above and lighter tan below drifting back and forth.
