Because, it would be such an easy mistake to make. Either the hole punch or the printing process could have run backwards and an unwary inspector didn't catch...or wasn't present to prevent the backwards creation of a whole batch of signs. Once into packing, the on-field workers just put it together as it came...correct or not.
Honestly, I so rarely come across railroad crossings that I wouldn't easily notice the mistake. And, it still gets the point across. It's not like they wired the train control signals backwards.

My town was also home to the most dangerous corssing in Britain. Just a red/green light and manual gates that the pedestrian has to push through.
They replaced it with a bridge now
