It is a particular design of dip pen (known the Sargent major) famous for its use in French schools from the 19th century to 1960. After the Franco-Prussian war, they were sent in schools in boxes with patriotic images of French battles on them and people associated the pens with revanchism.
It is a fine and slightly flexible pen. The French had a marked preference for very fine pointed dip pens, whereas broader ones with a turned up tip (so as to make it smoother, esp. on rougher paper) were more popular in England. The Americans liked medium pointed pens.

The color was added digitally using the GIMP.
For the story, my right hand was already holding the pen, so I had to use my left hand to take the picture... and cameras are clearly not designed for left handed users! The shutter release is always on the right side of the camera.

Ironically, "dip pen" and "feather" is the same word in French :
