He appears to lone Heroes and villains alike, offering items/weapons/trinkets that hold great power, but all come at a price. His subtle influence as crushed and formed kingdoms and Empires alike.
Appearing as a lone wondering merchant, or perhaps his shop appears in a shadowed back alley. In either case, you best watch out, for even if he offers something for free, there is always a price.
