Until 1896, it was illegal for any motorist to take to the road unless it was preceeded by a 'man' walking in front with a red flag. In that year, the speed limit changed from 2 mph to 12 in the town and from 4 mph to 14 on the open road so from then on, no motorist required a 'man' walking in front with a red flag. To celebrate, the Royal Automobile Club (RAC) organised an event (a driving event along the London - Brighton trunk road, now known as the A23) to show that motorists were emancipated as they are today.
