So, he has attended Rainfurrest and made a 2-day trek down I-5 via I-80 (I-505 to bypass Sacramento) and took I-680/280 to make it here! He is showing himself off to show that he is welcoming and that there is nothing to fear while at night because he has neon green on him.
(Well, if you are going to take night pictures of him, you would want to set your flash to high ISO.)
