This is a belt gizmo, Not exactly sure what it's used for but it's part of the Ghostbusters uniform and can be seen attached to their belts. This one is not movie accurate. In this pic you can see it with the lights on. I've seen some with a chaser light but I didn't have time to do something like that.

at first glance it vaguely resembled this http://www.lasalle.edu/~rehmj1/ISBoT/bs2.jpg
so I had guessed it was some variant. it's likely not that though if it was from a dvd player.
