A gigantic 500 foot teraton sumo Wolf is the least of Corneria's worries. The last thing Peppy needs is a giant mutant behemoth bioweapon left behind by Andross attacking the city, both that and Wolf causing collateral damage. All Fox would do is help Wolf cut down to size, and find have Slippy and Beltino whip up a temporary cure that will allow Wolf to control his size and mass at will.
