Yes, but you sort of have to build your own unless you download custom shapes. I tend to build my own since it's pretty easy. You just devote a separate layer to the speech bubbles and select either the ellipse tool or, in my case, the rounded rectangle tool. Use a separate layer to make the little 'arrows' indicating who is speaking, then press "control" and "E" to smash the two layers together into one when you're done. Then, go to "Edit", "Stroke", and select a color that you want as a border- like black. The number of pixels dictates the thickness of the border, so select somewhere between 2 and 5 pixels and see how it goes. You should have functional speech bubbles to work with after that.
