To be truthful, the greeting party (considering I have several of my characters involved in the still to be published story where this scene comes from) is being thrown by the Colmaton BOS for all of their guests, both U.S. and foreign, which would include him. I would not be surprise if he had used his power (which is to manipulate the molecular structure of objects) to change the sign so that it has only his name on it.
