I'd actually trust a dog over a human. One, people aren't that compassionate and tend to get sick of guiding someone around all the time. the dogs offer a lot of freedom, and walk at a pace that is faster than someone else can walk at and be comfortable about guiding another person. As a sighted guide, I think I've run more blind people into things than the dog has. Dogs/horses/whatever animal is acting as a guide--they're mainly there for safety and getting someone from point A to point B. They can't read when a light has turned green or red, but they can get someone safely to the other side. They can help the person find a doorway, they can navigate hard sidewalks. They are always looking out for things that may harm their person, as in overhead hazards, doors, steps down/up, obstacles.
And yes, dogs, horses, etc..are extremely smart, and intuitive.

oh i see cool. ok thank you kindly. another question out side when crossing the street. how does the dog and person know it's safe to go and cross if the dog can't read colors or the person can't see. how does that one work? i wonder? i see it some times in the city. and i worry. i don't want a car to hurt the dog or person.
Before a blind person can get a guide, they have to go through orientation and mobility classes. Basically, this means, they learn to listen to traffic patterns and direction of traffic. Sometimes they make mistakes and end up crossing on the wrong light, but the dog will pull the person to safety.
