No, actually it isn't. Legs are wide open, yes, but you don't see anything. And just because the other girl is resting her head against the first one's boobs doesn't make it suggestive.

Bothers me so much when people go out of their way to make something seem sexual when nothing about it is...
This is definitely a general piece, shouldn't be changed to mature for any reason. If it can be shown on television, it's general, and nothing about this couldn't be shown on the average tv channel.

i agree with it being general as well . i see warm cute and playful here.
since it seems the first girl was just laying down and the second one plop'd fdown ontop of her using the chest as pillows to be comfortable while playing what im gonna guess is probally pokemon on the ds/3ds
