It's honestly all meant to be very silly, but in the instance of the Flareon, they determined they needed a water type pokemon and didn't want to wait to get Lapras, so they went to buy a water stone, bought a fire stone by mistake and blew the rest of their money on pokedolls by accident. They evolved the Flareon, then tried to put him in the PC Box and accidentally released the charmeleon and ratatta. They ended up making a joke about it being Flareon's doing so he became "the false prophet" and was then released also.
