She is some sort of nasty vampiric snow-creature. Ice vampire. Something like that. I still really haven't gotten the hang of coloring but I think this worked out a lot better than the grayscale picture.
Should I be labelling this stuff as "cellshaded" if it's got a more painterly style, or should I stick with "traditional" to reflect that pencilling and inking all happened on paper?

I would say that's a bit more traditional than cell. Cell shading doesn't have that much gradient from the base color to the highlights and shades. Also, cellshading type colorings doesn't have an outline on the object, shape, or character but has innerlines for the noses, eyes, mouthes...etc ;)
