According to whom? I'd like to see some proof, sir.
There are tiny hints that may cause you to think so, but everything I've found on the subjects were debatable at best.
Don't get me wrong, they are fascinating theories. But I just need some actual proof before I become a believer.

KRIEG! ( you have to say it like that ) is her uncle and there might be proof in the first dlc for the Pre Sequel! Many of KRIEG!'S lines were supposed to show this but were cut including ' here we are killing bandits when there's a girl out there who you know is your niece making bombs on hostile turf and she doesn't even know you exist! I KNOW! SHUT UP! SILENCE THE VOICES PLEASE! THE LITTLE MAN IS ONLY A REMNANT OF MY TRUE POTENTIAL! I CAN'T TAKE IT! I'M COMING TINA! ' it was supposed to be said in between entering Tundra Express and meeting Tina.

I LIKE QUESTS AND LOOT AND MONSTERS SO WHY CAN'T I PLAAAAAAAAAYYYYY! ( ALL CAPS FOR TORGUE CRYING ) Lilith: wow, I kind of feel like a dick. Tina: Meeeeeee toooooooo.
ps: Dragon Keep was the best dlc for borderlands 2, mainly because it introduced challenging enemies that you needed strategies for and was pretty damn hard. It doesn't help that I played through it while lvl 14 and getting my ass kicked, but I noticed something strange. When I use the strategies even as a low lvl I can kick ass, yet if I'm super leveled and just run and gun I go down in two seconds! The enemies aren't hard, they're strategically challenging. Also the humor 10/10
