What are these things all over your face and arms and everywhere all randomly?
No worries, Cel. they're part of your experimental cybernetic skin, though I guess he's not used to it just yet.
Since most of his body was burned up in an accident, a lot of his body was replaced with synthetic cybernetic organs, including his skin.
His new skin is an experimental external cybernetic armor that is semi-conductive and self-healing to an extent. The scale/cell-like things appear on his skin at will. He can strengthen the density of his skin at will, working like extremely tough armor, or he can use them to strengthen physical attacks like punches and kicks. Areas of skin that have been strengthened become extremely tough and smooth, often looking a bit like scales or cells as it appears.
(though they are described as scales, they are not to be confused with actual scales like on animals. He's a human/Cyborg.)
