This is a Lapidin character with strong Starcat genes, read more about the species here - A half-and-half lapidin and starcat is a rare sight, since they are almost the opposites of eachother (Lapidins are small and technical minded while Starcats are a big nature loving race.)

Thanks to the starcat gene the lightest spots reflect light easily and look as if they were glowing in dim light.
