I think the whole Highschool setting and sports thing is a cheaper type of anime to produce and requires less active imagination in setting or design. That being said it does get samey
Also Japan is still pretty closed off in some regards, hence some samey stories and settings also most are made by men....hence women showing off bits a lot :o
Give Disney some credit, despite their reliance on fairy tales and decline in some spots (just look at Home on the Range) at least they try new locations :)
