Man, that's ridiculous. If both people bow it's generally supposed to indicate that both parties are interested in a good, clean fight. It's sort of like touching gloves in an MMA fight. You don't have to do it, but it's courteous to do so. Drinking estus in the middle of a fight is not good, clean or courteous.
Thankfully, it seems like they're really cutting back on the amount of estus they're giving you in Dark Souls 2. During that server stress test thing that they did a while back, you had ONE estus. Not five, not ten, not fifteen. ONE.
