The one time I've done pixel art ('twas for an icon) I first drew a stick figure, would've scanned it in but I'd already drawn it digitally... Then I simply reduced the size, shoved that aliased stuff on a layer with faded transparency, and drew pixels over that. It still looked like crap, but damn did it compress well. XD
