Guess an introduction should be made to my Lugia already while I'm here.
This is Arkheion, Age is Unknown even to himself as he always never looked like this. A Lugia who had never experienced much of his childhood as it was taken away from him by his dangerous curiosity of the world.
At a young age he looked like your ordinary Lugia, but with slightly different traits to such as the shapes you see around his eyes, back and tail spikes that he gets from his Father's side, of course he'd always have his Mother's eyes in color to which you'd be right to see as trustworthy eyes for he hates lying.
So in his short life as a child he hardly spent time with his parents, his Father was certainly a well-known Guardian of the Sea that spanned between the Orange Islands and the Coasts of Kanto and Johto, foiling Team Rocket's plans that involved terrorizing Trainers and capturing their Pokemon, as well as capturing what lied beneath the surface and keeping what 'Discoveries' they found in Captivity for their experiments... To Arkheion, he was truly proud to be his son and always tried to wear his Father's old glasses which were obviously too big for him to keep on his face... Only part of the stories that he does not get told was who's plan his Father had foiled every time, for if there was a day he never came back, he never wanted Ark to risk his own life to find him, fearing his safety and a harsh, quick action for Revenge if he knew who was to blame...
His Mother though always kept an eye on Ark and was always worried about her mate but she was also kind and gentle to help other water Pokemon who fled to their home for a temporary stay in what they called Sanctuary. Arkheion always preferred not to talk to the others though, he never got past his shyness factor which made him quite timid at first but soon got taught the basics of survival by his mother who was quite skilled in hunting for food, she had the determination and tenacity to survive and soon Ark would too.
