yup...she is a plucker...we got her from a woman who kept her locked in her cage for 8 years...only took her out to give her a bath and clean the cage.when we got here she looked much worse.we still have her cage but we removed the door and she now lives on top her cage.she no longer plucks as much as she used to
Nope, it's a plucker. easest places to reach are the chest and legs... then next to come are the wings.
Sometimes birds pluck because they are bored, or they've undergone some kind of trauma (speculative; I'm no expert). There's also a rare disease that causes the feathers to be itchy, so the bird tries to remove them (Beak and Feather). Sometimes they can even get addicted to the taste (?) of the liquid inside a feather.

we just recently took her to the vet and they put her on Prozac.it seems to be working but we kinda have to watch her closely...if the Prozac gives her suicidal tendencies then she is liable to stick her beak in an electrical outlet resulting a big electric bill XD
